OLI was comprised of two major committees in the early days. The Teaching Project Committee (TPC) was one of those. The 1969 Annual Report describes the TPC's main functions as:

  • To train interested persons in the Laubach method and acquaint them with the total Laubach program.
  • To coordinate the Portland volunteer Laubach tutoring project.
  • To promote Laubach Literacy throughout Oregon with the view of finding persons interested in orgaizing local volunteer Laubach Projects; and to help organize, train, and nurture these projects.

The other major committee that, combined with the TPC to form OLI, was the Companies of Compassion.
